Prime Minister Shri Narendra Modi has strongly condemned the reported incidents of vandalism in certain parts of the country and said stern action will be taken against those found guilty. Incidents of the toppling of statues have been reported from certain parts of the country. The Prime Minister spoke to Home Minister Shri Rajnath Singh in this regard and expressed his strong disapproval of such incidents. Ministry of Home Affairs has taken serious note of such incidents of vandalism. Ministry of Home Affairs has asked the states that they must take all necessary measures to prevent such incidents. Persons indulging in such acts must be sternly dealt with and booked under relevant provisions of law.
Coastal Transportation of Coal
An Inter-Ministerial Committee on augmenting coastal shipping of Coal and other commodities/products have been constituted. Ministry of Shipping is the nodal Ministry for the Committee. The terms of reference of the committee are as follows:-
- Review and approve the strategy for coastal shipping of coal including annual targets for volumes of coal, which can be transported by rail-sea-rail route;
- Periodically review and approve the implementation roadmap and associated projects for achieving the agreed targets;
- Approve actions for addressing issues related to inter Ministry or Interagency Coordination;
- Periodically collect feedback from all relevant stakeholders (power utilities, coal producers, railways, Shipping companies/logistics service providers, ports, etc.) to fine-tune the strategy and roadmap for coastal shipping of coal as well as other commodities.
The total estimated coal resources in the country is 315.149 billion tonnes as per “The inventory of Geological Resources of Indian Coal” (as on 01.04.2017), prepared by the Geological Survey of India. The total coal extracted from the coalfields of India during 2016-17 is 655.31 million tonnes and since 1950 upto 2016-17 is around 14438.22 million tonne. (As per Coal Controller, MoC, Govt. of India). Every year about 3 to 5 billion tonnes of resources are being added through fresh exploration to the Coal Inventory of India.
Coal-based Thermal Power Plants
The government of India has set an ambitious target of 175 GW from Renewable energy sources (RES) by 2022, which comprises of 100 GW Solar, 60GW from Wind, 10 GW from Biomass and 5 GW from Small Hydro. However, as per the Generation Planning studies carried out by Central Electricity Authority (CEA) for the year 2021-22, with 175 GW of RES, it has been found that coal-based power plant will play a dominant role in Indian Power Sector. The energy contribution from coal-based power plants is likely to increase to1072 BU by 2021-22. As such, there will be no serious effect on coal-based thermal power plants.
“Make in India” Action Plan
Under the “Make in India” action plan 21 key sectors have been identified for specific actions under
(i) policy initiatives
(ii) fiscal incentives
(iii) infrastructure creation
(iv) ease of doing business
(v) innovation and R&D
(vi) skill development.
This was informed in the Rajya Sabha today by the Minister of State of Commerce and Industry, C.R. Chaudhary while replying to a question.
Under this, the FDI policy and procedure have been simplified and liberalized progressively. Key sectors have been opened up for FDI: defense manufacturing, food processing, telecom, agriculture, pharmaceuticals, civil aviation, space, private security agencies, railways, insurance and pensions and medical devices.
In 2015-16, FDI inflow crossed the USD 55 billion mark in one fiscal year, for the first time ever. Total FDI inflow was USD 198.48 billion between April 2014 and October 2017, representing 38% of the cumulative FDI in India since April 2000. In 2016-17, FDI inflow stood at a record of USD 60 billion, highest ever recorded for a fiscal year ever. According to IMF World Economic Outlook (April 2017) and UN World Economic Situation Prospects 2017, India is the fastest growing major economy in the world and is projected to remain so in the year 2018.

Recommendations made by Shekatkar Committee
A Committee of Experts (CoE) was constituted by Ministry of Defence under the Chairmanship of Lt. Gen. (Retd) DB Shekatkar to recommend measures to enhance combat capability and rebalance defense expenditure of the armed forces. The Committee submitted its report in December 2016. The Report was taken up by the Ministry of Defence to frame key action points and roadmap for implementation. Some Recommendations taken up for implementation include:
- Optimization of Signals Establishments to include Radio Monitoring Companies, Corps Air Support Signal Regiments, Air Formation Signal Regiments, Composite Signal Regiments and merger of Corps Operating and Engineering Signal Regiments.
- Restructuring of repair echelons in the Army to include Base Workshops, Advance Base Workshops, and Static / Station Workshops in the field Army.
- Redeployment of Ordnance echelons to include Vehicle Depots, Ordnance Depots, and Central Ordnance Depots apart from streamlining inventory control mechanisms.
- Better utilization of Supply and Transportation echelons and Animal Transport Units.
- Closure of Military Farms and Army Postal Establishments in peace locations.
- Enhancement in standards for recruitment of clerical staff and drivers in the Army.
- Improving the efficiency of the National Cadet Corps.
Infiltration along Gujarat Coast
Coastal security is a multi-stakeholder activity and necessary measures are implemented by various agencies. To ensure coordination, regular meetings of the National Committee on Strengthening Maritime and Coastal Security (NCSMCS), at the Apex Level are held with all stakeholders participation. Under the Coastal Security Scheme of MHA, coastal police stations, check-posts and outposts have been established and in addition, supported with jetties, interceptor boats have been provided for patrolling and surveillance of coastal areas, particularly in the shallow areas. The Water Wing of Border Security Force has been deployed in Sir Creek area for preventing infiltration through the creeks. Floating Border outposts have been provided to them for effective patrolling in the creek areas.
Further, ships and aircraft of Indian Coast Guard and Indian Navy are deployed on the 24×7 basis for surveillance in the maritime zones of India to protect national interests including for preventing infiltration and poaching by foreign fishing boats. Indian Coast Guard conducts community interaction programmes with the fishermen to sensitize them on prevailing security situations. Static radars have been installed along the Indian Coastline for electronic surveillance of vessel traffic. Coast Guard has been conducting regular exercises biannually on coastal security in coordination with other Central and State Government agencies i.e. Marine Police, Customs, CISF, Fisheries Department, Port Authorities, State Police and Indian Navy.
As per the records held with ICG, the details of fishing boats apprehended in Gujarat in the last three years and the current year is as follows:

Upgradation of Coast Guard
The Government has established a robust maritime search and rescue framework to address and respond various contingencies in deep sea and in coastal areas of India, which includes distress onboard fishing boats and merchant vessels, the safety of life during marine incidents and SAR response during Cyclones etc. Director General Indian Coast Guard has been designated as the Chairman of National Maritime Search and Rescue Board (NMSARB), which constitutes members from national/coastal state administration/agencies. The sanctioned strength of Coast Guard has increased from 7,096 in 2008 to 14,500 (as on February 2018). At present, the average intake of manpower in ICG is 130 officers and 720 Enrolled Personnel per year, which is almost a 100% increase from manpower recruited in 2008.
A Coast Guard station at a particular location is set up taking into consideration the threat perception, vulnerability gap analysis and presence of other maritime organization/security set up in the vicinity.
Alappuzha is located in close proximity of Coast Guard Station Kochi and Coast Guard Station Vizhinjam and regular air surveillance is also undertaken by the Coast Guard Air Enclave at Kochi. These Coast Guard stations are equipped to quickly respond to any urgent emerging situation at sea.

Centre issues the second Advisory to States to check vandalism
DMs and SSPs to control the situation firmly under their jurisdiction
The Centre has issued a second Advisory to the States asking them to promptly investigate the incidents of vandalism of statues in some parts of the country and arrest and prosecute the culprits. It comes in the wake of the Prime Minister Shri Narendra Modi’s direction this morning to contain vandalism and sternly deal with the culprits.
Failure in Checking Terrorist attacks in the Country
There were 21 terrorist violence incidents in Jammu & Kashmir during February 2018 (upto 25th), in which 11 Security Forces personnel and 1 civilians were killed and 11 Security Forces personnel and 3 civilians were injured.
There were 225 ceasefire violations / cross-border firing incidents in Jammu & Kashmir during February 2018, wherein 02 Security Forces personnel were martyred and 09 were injured. In these incidents, 04 civilians were also killed and 03 were injured.
There exists close and effective coordination between intelligence and security agencies at the Centre and the State level. The intelligence inputs regarding terrorist threats are shared with the concerned security forces. The border control has also been strengthened through the establishment of observation posts, border fencing, floodlighting and deployment of modern /hi-tech pieces of equipment.
Amendment in FCRA
It is a fact that political parties cannot receive the contribution from any foreign source as defined under Clause (c) of Section 2 of the FCRA, 1976. Section 29 B of the Representation of the Peoples Act, 1951 also prohibits political parties from receiving foreign contributions.
Clause 217 of the Finance Bill, 2018 seeks to amend Section 236 of the Finance Act, 2016 which relates to the amendment to sub-clause (vi) of the clause (i) of Sub-section (1) of Section 2 of the Foreign Contribution (Regulation) Act, 2010. The proviso to the said sub-clause inserted under the Finance Act, 2016 states that where the nominal value of share capital is within the limits specified for foreign investment under the Foreign Exchange Management Act, 1999 (42 of 1999), or the rules or regulations made there under, then, notwithstanding the nominal value of share capital of a company is more than one half of such value at the time of making the contribution, such company shall not be deemed to be a foreign source, if the foreign investment is within the limit specified under the Foreign Exchange Management Act, 1999 or the rules or regulations made there under.
The main purpose of the proposed amendment is to ensure that the definition of ‘foreign source’ remains consistent with the FDI Policy of the Government of India; and provisions of the Companies Act, 2013 and the Companies (Corporate Social Responsibility Policy) Rules, 2014. It is proposed to bring the said amendment with effect from the 5th August 1976, the date of commencement of the Foreign Contribution (Regulation) Act, 1976, which was repealed and re-enacted as the Foreign Contribution (Regulation) Act, 2010.
Ceasefire Violations J&K
During the year 2017, 860 cases of ceasefire violations and during the year 2018 (upto January), 209 ceasefire violations have been reported along Indo-Pakistan Border (LOC) in the State of Jammu & Kashmir.
Compensation Package to Hindu Refugees of Bangladesh
The Government of India, on 22nd December 2016, had sanctioned a package of Rs. 2,000 crores for providing financial assistance of Rs. 5.5 lakh per family to 36,384 displaced families of Pakistan Occupied Jammu and Kashmir area, POJK (1947) and Chhamb (1965 and 1971) living in Jammu and Kashmir. Based on the authenticated details of the beneficiaries received from the State Government of Jammu and Kashmir, this Ministry has disbursed an amount of Rs.465.56 crore to 9,537 such beneficiaries directly in their Aadhar linked bank accounts up to February 2018.

Sukhad Yatra App and Toll-free Emergency number launched for highway users
Union Minister for Road Transport & Highways, Shipping, Water Resources, River Development and Ganga Rejuvenation Shri Nitin Gadkari has announced that soon there will be no human interface in granting driving licenses to heavy vehicle drivers in the country. Launching the scheme for District Driving Training Centres in New Delhi today, he said, the process of approving such driving licenses will be made fully computerized. This will immensely reduce the instances of bogus driving licenses and will result in lesser number of accidents on the roads.
The Minister also launched a mobile App and Toll-free Emergency number for highway users together with Union Minister for Petroleum, Natural Gas, Skill Development and Entrepreneurship Shri Dharmendra Pradhan.
Shri Nitin Gadkari said the Sukhad Yatra mobile application will empower the highway users by giving information on toll rates as they approach the toll plaza. The key feature of the app includes provision for the user to enter road quality-related information or to report any accident or pothole on the highway. It also provides users with real-time data related to waiting time expected at Plazas and various facilities like points of interest, highway nest/nest mini, etc., available across the highway. The app can also be used by the users to purchase the FASTag tag and further facilitate the highway user experience.
Shri Gadkari said, the toll-free number – 1033, will enable users to report an emergency condition, or highway-related feedback, across the highway. The service has also integrated with various ambulance/tow away services along the road to ensure rapid response time in the emergency. The service is supported by a multi-lingual support and user location tracking features to provide the user with accurate and responsive complaint resolution
The Minister announced that at least one model driving training center will be set up in each district of the State or UT. Financial assistance of up to Rs. 1 Crore will be provided by the Ministry. The agency will invest an equal amount of grant under the scheme. The scheme is designed with an objective of creating employment and meeting the requirement of HMV and LMV drivers in the country. It also aims at inculcating the habit of road safety, like behavioral and attitudinal changes among drivers. The training course will be conducted for drivers who carry dangerous/hazardous goods. The agencies willing to open the center shall be required to provide infrastructure facilities like land, classrooms, simulator, etc.
He said, under the scheme for grant of financial assistance for administering Road Safety Advocacy and awards for the outstanding done in the field of Road Safety, assistance up to Rs. 5 lakh will be provided to NGO / Trust / Cooperative Societies and other agencies for administering road safety programme. Three awards of Rs. 5 lakhs, Rs. 2 lakh and Rs. 1 lakh will be given in each State / UT to the individuals of agencies engaged in road safety advocacy and allied activities.
Union Minister for Petroleum, Natural Gas, Skill Development and Entrepreneurship Shri Dharmendra Pradhan praised the initiatives taken in the road safety sector. He said drivers training can save upto ten thousand crore rupees every year. Shri Pradhan suggested an amalgamation of all services from petroleum and road sectors on the toll plazas at the national highways. He said, one hundred such model points can be opened within a year.
Over Rs. 1300 crore sanctioned under Swadesh Darshan & PRASHAD schemes for development and promotion of tourism in North-Eastern states: Tourism Minister
The Ministry of Tourism has sanctioned Rs. 1267.49 crore under Swadesh Darshan and Rs. 33.98 crore under PRASHAD (Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive) schemes respectively in North-Eastern states till date. The details of the projects sanctioned for the development of North-Eastern States under the Swadesh Darshan and PRASHAD schemes of this Ministry are given below.
For the promotion of tourism in North- Eastern States, Ministry of Tourism undertakes various activities such as Organisation of Annual International Tourism Mart, releasing TV campaigns on Doordarshan to promote North-East as an attractive tourist destination, promotion of North-East in SATTE and producing various promotional collaterals focusing on the North-eastern destinations etc.
For the development and promotion of tourism, Ministry of Tourism provides Central Financial Assistance (CFA) to State Governments/Union Territory (UT) Administrations including the North-Eastern States under its various scheme guidelines for tourism projects identified by them subject to submission of Detailed Project Reports (DPRs), their adherence to relevant scheme guidelines, availability of funds and liquidation of pending utilization certificates against the funds released earlier.

The theme of this year’s campaign is ‘Women and Entrepreneurship’ which will be launched in partnership with United Nations. DICE Districts, an initiative that provides innovative financing opportunities for Social Entrepreneurs will also collaborate. This year’s edition will also see winners receive rewards and mentorship, enabled by the WEP.
